Because bulk mail rates can vary greatly based on how well the user sorted the mail, the decision was made to issue the stamp non-denominated and charge the user 10¢. The user would then pay the difference in cash. In the past, the Postal Service had tried to issue stamps in denominations that met the most popular postal rates.
